Financier Dermot Desmond's submission says an environmental impact study for the Spencer Dock project accepts the soil is heavily contaminated and that about 600,000 cubic metres of soil will have to be removed from the site. The submission maintains that there are no proposals to protect young children from heavily contaminated soil.
