The 1.2bn Spencer Dock development for Dublin's docklands was excessive and would create overshadowing, the Dublin city architect Jim Barrett told a Bord Pleanala hearing yesterday, adding that the development has 'no coherent architectural language'. The buildings that paid no reference to the historic core of the city and visually the proposal 'has excessive bulk'.
