Tighten up gaps in the act
The Heritage Act of 1995 states that where any public authority (including bodies as diverse as Temple Bar Properties, any county council, health board or even harbour authority) wishes to demolish or alter "a heritage building or structure", it must notify the Heritage Council in Kilkenny. It must also notify the Heritage Council if it proposes to sell off such heritage buildings. So what constitutes a heritage building or structure?
