The publication of a comprehensive environmental impact statement (EIS) for Monument of Light, otherwise known as "the Spike", planned for O'Connell Street in Dublin is imminent. The 120-metre stainless steel needle, designed by Mr Ian Ritchie, a London-based architect-engineer, was the winning entry in a 1998 international competition. Originally intended to be constructed late in 1999, the project was held up after a High Court hearing.
