The second coming of Dublin's City Hall, which was unveiled on Wednesday after a restoration project lasting almost two years, is an eye-opener. The dim, dark warren of offices installed 150 years ago when the Royal Exchange became City Hall has been swept away and Thomas Cooley's mercantile masterpiece has been revealed in its light-filled glory as a work of genius. It is one of Ireland's greatest buildings - and a very modern one to boot. The surprise is all the greater because City Hall used to appear so dull and grey.
