New listing rule change a Catch-22 for owners
New conservation listing rules have created a "Catch-22" style dilemma for hundreds of property owners around the country. Some 300 appeals have been made by property owners to Dublin Corporation alone against the transfer of former List One and List Two buildings to new "record of protected structures" (RPS) under the Local Government Planning & Development Act 1999. RPS status aims at providing a uniform listing status, replacing/simplifying the system operating until now.
