Plans for a 23-storey tower, which would have been Dublin's tallest building, were scaled down yesterday by An Bord Pleanala. It gave permission, instead, for a less-ambitious proposal for the historic Smithfield area. It will incorporate apartment and office developments, a children's museum and new civic square on a four-acre site.
