An Bord Pleanala is undermining the ability of local authorities to decide their own planning policies, a government minister claimed yesterday. Junior minister for rural development Eamon O Cuiv called for an urgent public debate on the role of the board, which, he says, appears to be "at total variance" with local authorities.
