Planning at mercy of the 'serial' objectors

A handful of "serial" appellants pushing hidden or other agendas are undermining the planning system, the chairman of Bord Pleanala warned yesterday. John O'Connor revealed that one of these "serial" appellants may be responsible for up to a dozen appeals against permissions for various developments nationwide. And the chairman said these individuals - which numbered no more than a handful - had the potential to bring the third party appeal system "into disrepute". This new phenomenon relates to individuals rather than organisations, the planning board chairman revealed yesterday.
