Council defends forced purchase of Carlton Cinema site

The owners of the Carlton Cinema site in Dublin's O'Connell Street were "incapable" of implementing a planning permission decision for a €170m millennium mall, a Bord Pleanala inquiry was told yesterday. They had received many warnings to develop the complex before the city council eventually slapped a compulsory purchase order on them. The council believed the failure to develop was now holding up the major regeneration project for O'Connell Street.
