The seats of democracies take different forms. In Britain, Buckingham Palace is balanced by the Palace of Westminster. The Capitol in Washington goes in for grand architectural rhetoric, while Berlin's Reichstag is saved from triumphalist excess by its dome, with spiralling ramps that encourage citizens to watch their legislators at work.
