Taoiseach may opt for referendum on planning

The Taoiseach is prepared to take radical proposals on modernising Ireland's infrastructure to the Irish people if need be, Government sources said last night. Fears are growing that the proposed new Infrastructure Bill could prove unconstitutional because of provisions that could undermine the right to private property. A number of articles are believed to conflict with the Government's expressed intention of speeding up the delivery of motorways, tunnels and transport systems.
