What price democratic design?

There is more than a little sense of "deja vu" about the Dun Laoghaire Harbour Company decision to by-pass the "people's choice" when selecting its preferred bidder for the €100m plus Carlisle Pier redevelopment. As we all know now, the Urban Capital consortium scheme for Dun Laoghaire won out over the Daniel Libeskind design - even though the latter took 47% of the popular vote at the recent exhibition of the four shortlisted schemes for the historic pier. The people's choice was ultimately superseded by the technical experts comprising the panel of adjudicators who opted for the Urban Capital scheme.
