Excerpt from the Assessors Report: The competition assessors were impressed by the quality of the 106 submissions. Although the competition may be considered to be a straight forward design exercise, it was a difficult design task. Each competitor needed to address urban design issues of the site, the design and disposition of each unit, and the use of natural lighting in a corner situation. A coherence was required between the design of the unit and the urban block as well as bearing cost constraints in mind. Few excellenced in all these issues. The winner was Howley Harrington Architects.
